Managing High Emotion and Contention in Public Hearings

The third workshop focuses on highly contentious issues and angry, disruptive behavior that occurs in public hearings. Although participation in Workshop II will be helpful preparation, it is not required. Facilitators and mediators from the private sector and from community mediation centers are encouraged to apply.

If the workshop is oversubscribed, participants from Workshops I and II will be given preference.

Workshop Objectives:

  • Understand pre-meeting steps to address citizen concerns and strong emotions

  • Learn verbal and nonverbal techniques for responding to strong criticism or attacks

  • Practice methods of handling angry and "irrational" people in public meeting settings

  • Analyze examples of mediation and facilitation of contentious public issues
